Critical national infrastructure and cross industry resilience: The importance of collaboration
Critical national infrastructure (CNI) is often discussed in terms of sectors- energy, water, communications, transport, et al. But the reality is simpler, and more notable: these mission-critical networks form the backbone of everyday life. When they fail, society feels it immediately. It’s an environment where there are no second chances.
Over my entire 20-year arena, I have worked closely with CNI players and at Atos, my work across the sector puts me at the sharp end of this complex field. These are environments where downtime is not an option, where cyber risk has national consequences, and where technology decisions must balance operational continuity with long term transformation. It is precisely this experience, forged in the most demanding conditions, that now offers valuable lessons far beyond traditional CNI sectors.
Across these CNI industries, organizations are facing a shared challenge: how to modernize complex, mission critical environments without disrupting the services people rely on, whilst capturing the vast amounts of data to assimilate that into operational control.
CNI: The proving ground for digital transformation
For decades, I have worked with organizations that quite literally keep the country running. This work includes business-critical projects for key operators in the transport, energy networks, utilities, water, communications and public service broadcast ecosystems. The common thread through all these sectors is the increasing convergence between operational technology (OT) and information technology (IT).
These environments share common constraints. They combine ageing infrastructures with modern digital expectations. They operate within strict regulatory frameworks. And they must evolve while remaining operational 24/7.
This makes CNI an ideal proving ground for AI-enabled digital transformation at scale. Solutions must be resilient, secure, interoperable and trusted, not just in theory, but in live operation. Whether deploying data platforms, applying AI to operational decision making or integrating complex systems across organizational boundaries, there is little tolerance for experimentation without purpose.
The rise of data led, AI enabled infrastructure
One of the most significant shifts we are seeing across CNI is the move toward data driven operations.
Infrastructure organizations are no longer simply running assets; they are orchestrating systems.
AI, analytics and digital twins are increasingly being applied to optimize performance, anticipate failure and guide long term investment decisions. What matters is not technology in isolation, but the ability to connect data across silos, considering sovereign safeguards, and use it to make operational decisions more confidently and at pace.
This approach is not limited to one sector. The challenges facing rail operators like capacity planning, asset health, resilience and safety closely mirror those faced by energy networks, utilities and communications providers. The difference lies in context, not principle. That is why cross sector collaboration is so powerful. Techniques proven in one infrastructure domain can often be adapted, with care and domain understanding, to another. The same goes for skills evolution today with the advent of AI, and how all sectors work together to protect and retain the vital engineering skills our mission-critical networks are dependent on.
It’s about enablement rather than replacement.
Breaking out of sector silos
Historically, infrastructure sectors have tended to innovate in isolation. Rail learns from rail. Energy learns from energy. But today’s challenges are increasingly systemic.
Decarbonization places new demands on energy networks and transport systems simultaneously. Digitalization raises shared concerns around cyber security and resilience. AI adoption forces organizations to reconsider governance, data ownership, and trust across all regulated industries.
At Atos, we see growing value in breaking down these silos. Our Centre of Excellence for Critical National Infrastructure exists to foster precisely this kind of cross sector collaboration; bringing together expertise, lessons learned, and innovation from across different infrastructure environments to address common challenges and deliver measurable, real world outcomes. We focus on outcomes for our three core stakeholders; consumers (and society at large), the experts that operate these networks, and the assets and infrastructure itself.
The result is a joint approach to transformation, which recognizes that while operational detail varies, the underlying challenges, and solutions, often do not.
What non CNI organizations can learn
Crucially, the lessons from CNI are not limited to national infrastructure providers. Many organizations outside the mission-critical network environment now operate systems that are, in practice essential services society needs to function. Financial services platforms, large scale digital services, healthcare systems and global supply chains all face similar pressures around resilience, availability, security and trust.
From our experience, several principles transfer directly:
- Design for resilience, not perfection. CNI environments assume failure will occur and plan accordingly.
- Treat data as an operational asset. Value comes not simply from collection, but from integration and intelligent use.
- Balance innovation with continuity. Transformation succeeds when it is evolutionary, and focused on improved time to value.
- Anchor technology in real operational outcomes. AI and automation must solve tangible problems, not just demonstrate capability.
These principles are increasingly relevant across the wider economy.
A shared future, built on shared experience
The UK’s Critical National Infrastructure faces immense changes that reflect broader forces reshaping every industry.
By applying lessons learned from CNI to other sectors, organizations can move faster with greater confidence. They can adopt new technologies while safeguarding what matters most: trust, reliability and societal value.
