The Girona Provincial Council selects Atos to optimize resource utilization through automation, enabling people to focus on higher-value activities
Among the initial results of the project, the reduction of 600 annual hours in repetitive tasks, the possibility of serving the more than 100 municipalities with significantly fewer resources, and the reduction of cycle times for automated tasks stand out.
The solution is based on the automation of RPA processes in their Intervention Department, using both attended and unattended robots.

Madrid, Girona, 25 de marzo de 2025.- Atos has developed and implemented a process automation project (RPA) for the Intervention Department of the Diputación de Girona. This project aims to optimize the use of available resources, reduce processing times, and minimize human errors in repetitive and rule-based administrative tasks.
The initiative marks a milestone in the modernization of local public administration by improving operational efficiency and allowing people to focus on higher value-added activities. Furthermore, it contributes to the Diputación’s strategy of integrating the Sustainable Development Goals (SDGs), especially SDG 9, which promotes innovation and the development of resilient infrastructures.
Objectives
Among the project’s objectives are the simplification and streamlining of processes through automation, increasing efficiency by reducing task execution time and improving staff productivity, reducing human errors by ensuring greater precision and minimizing manual errors, optimizing human and material resources by focusing staff on strategic and higher-impact activities, and aligning with the SDGs by promoting sustainability and innovation in administrative processes.
Technological Proposal
The implemented RPA technology allows interaction with existing systems and applications without the need for changes in the infrastructure, achieving smooth integration and rapid implementation. This solution includes RPA technology provided by UiPath, enabling both attended robots, designed to assist in simple and moderately complex tasks supervised by a user, and unattended robots, which work autonomously managing tasks without human supervision and allowing continuous operation. The implementation has included software licenses for RPA, design and programming services for specific processes, and 400 hours of consultancy for the analysis and continuous improvement of automated processes.
Automated Processes
The initial analysis identified processes that consumed a large amount of human resources, were repetitive and rule-based, with low or no need for human decision-making, such as the preparation and provision of quarterly economic information to the Ministry of Finance for municipalities with fewer than 5,000 inhabitants, invoice management and average payment period to suppliers, or the generation of delinquency reports and updating of treasury plans.
Process mapping included information gathering, identifying each step of the process and its interactions with systems and tools; decomposition into steps, documenting specific tasks, decisions, and tools used; creating flowcharts, with visual representation of the processes to identify inefficiencies and possible improvements; and validating the accuracy of the mapping with employees responsible for the tasks. The next step was the design and programming of the robots, with exhaustive testing in controlled environments before their deployment in production, where continuous monitoring ensures their performance and adaptability to possible changes in the processes.
Achievements
Among the initial results of the project are the reduction of 600 annual hours in repetitive tasks, the ability to serve the 100 municipalities covered by the Girona Provincial Council with significantly fewer resources, and the reduction of cycle times for automated tasks. Additionally, the quality and consistency of tasks have improved, staff now focus on strategic and challenging activities; human errors in repetitive tasks have been eliminated, and operational costs associated with errors and rework have been reduced.

New Automations
Following the initial success, the Department is working on automating new key processes, such as the issuance of prior limited intervention reports for grants, which represents almost 50% of the reports issued in 2023. The objective is to continue transforming the management of human and technological resources to offer a more agile, efficient, and results-oriented public administration.
