Client Challenge

The State of California needed to transform its 9-1-1 system into leading-edge broadband communication platforms that advance emergency services for the public, 9-1-1 professionals and first responders. The existing system was based on 25-year-old technology and urgently needed transformation.

Solution

Atos Public Safety LLC is the prime network service provider (PNSP) for the State’s NG9-1-1 network modernization program. As lead systems integrator, Atos manages the PMO and regional network service providers (RNSPs) who have built four regional Emergency Services IP networks (ESInets). Atos Public Safety provides the statewide ESInet, integrating all feeds from these RNSPs to provide unified monitoring and reporting to the State of all 9-1-1 traffic. It also delivers universally available text to 9-1-1 services across the 449 individual 9-1-1 call centers (known as public safety answering points, or PSAPs) and deploys and manages the NG9-1-1 Statewide Alert and Warning system. This “system of systems” is the largest and most robust of its kind in the nation and is the most advanced standards-based mission critical IP domain in the world.

The upgraded system effectively manages emergency call flow for the state and is integrated with the state’s regional ESInets. This replaces the state’s 25-year-old legacy technology. Through this, California has the ability to intelligently route, manage and deliver a broad array of real-time information, including SMS and real-time text (RTT) to 9-1-1. This allows for an exchange of information within the 9-1-1 centers to reduce response time, enhance situational awareness and increase first responder safety. The flexible infrastructure also allows the State of California to upgrade to future technologies such as video and photo 9-1-1 responses at a later date.
