Rudy Montoya

Client Executive Partner - Texas Public Sector at Atos

Rudy Montoya is the Account Executive for Atos’ State of Texas business. Since joining Atos in November 2019, Rudy has led initiatives to support Texas Private Cloud and Mainframe services at the Texas Data Center. Prior to his role at Atos, Rudy served as the Chief Information Officer for the Office of the Attorney General (OAG) from 2012 to 2019. With over 30 years of experience in various roles within Texas state government, Rudy has a deep understanding of public sector technology needs. As CIO at the OAG, Rudy focused on delivering technology solutions that aligned with the agency's business strategies. Notably, in 2012, he spearheaded the implementation of one of the first statewide cloud-based case management systems for the Texas Crime Victims Program. Rudy has actively contributed to multiple technology workgroups, including DIR’s IT Leadership Committee, the State Data Center Advisory Committee, the Strategic Telecommunications Plan for State Government Services, the State IT Strategic Plan, and the National Association of Attorney General’s IT Conference Committee. He has also served as past President of the Texas Association of State Systems for Computing and Communications. In addition to his professional achievements, Rudy has been deeply involved in the Austin community, notably serving 11 years on the Austin ISD School Board.

Margie Powers

Experienced IT Sales Executive

Margie Powers is an accomplished leader at Atos, overseeing the growth and outreach efforts of the Texas Private Cloud, DBITs, Non-DCS Public Cloud and AI with a primary focus on strengthening customer relationships under the Texas DIR contract. She is dedicated to advancing strategic initiatives for both existing and prospective clients in the public sector. Margie has been an integral member of the Atos team since 2012, working exclusively on the Texas DIR account. Over the years, she has held several key positions, including Server Consolidation Director and PMO Director, where she demonstrated her expertise in managing and cultivating business relationships that foster successful outcomes. Before joining Atos, Margie enjoyed a distinguished 28-year career with IBM Corporation, progressively advancing through senior roles in Vendor Relations and Contract Management. Outside of her professional career, Margie has a passion for gardening, cooking, and reading. In addition to her professional achievements, Margie is an active leader in the tech community. She is the Co-Chair of the TASSCC (Texas Association of State Systems for Computing and Communications) Community Services and serves on the TAB (TASSCC Advisory Board) as Vice-Chair. Wendy McElhattan

Interim CTO

Wendy McElhattan is the interim Chief Technology Officer and current Director of Service Evolution on the Texas DIR account. Her responsibilities include developing new service offerings and architecting solutions with complex business requirements. She has over 25 years’ experience in Information Technology with a strong background in databases, UNIX and storage systems with over 15 years in technical, solution and enterprise architecture roles. Wendy earned a Bachelor of Science degree in Earth Science / Geology from Clarion University of Pennsylvania and a Master of Science in Geophysics from the University of Oklahoma. She currently lives in Round Rock, Texas and enjoys spending time with friends, gardening, playing with her German Shepard Mix dogs and escaping the Texas heat to hike, canoe or kayak with family in western Pennsylvania.

Christine Gaines

Head of Public Sector & Defense

Christine is a dynamic business executive with a unique background in Management Consulting, Technology Sales, and Client experience. She has spent over 25 years supporting work in the Public Sector managing Business Development and Delivery teams; Strategic Alliance Programs; Hardware and Software Product Management and Sales; and large, complex, multi-vendor project implementations. Christine has proven results in identifying, defining, and managing business relationships to mutually create and successfully drive business outcomes. Prior to joining ATOS, Christine worked for Dell Technologies/EMC, Deloitte Consulting/BearingPoint, and Lucent Technologies/Avaya. She has participated in the Dell Women in Action Employee Resource Group, the CompTia Health Services IT Advisory Group, represented Dell EMC as a Founding member of the Governing Women in Government Leadership Program, and is currently the Executive Sponsor of the Atos Mentorship Program. She currently lives in Littleton, Colorado, and enjoys spending time with her son, cooking, traveling, and certifying her Golden Retriever as a therapy dog.

Tony Encinias

Chief Technology Officer - PS&D, North America at Atos

Tony Encinias is the Chief Technology Officer for Public Sector and Defense, North America for Atos. Prior to joining Atos, Tony was the Chief Strategist and Innovation officer for State and Local Government for Dell Technologies and Vice President of Technology for ViON Corporation. Prior to his transition to the private sector, Tony was the Chief Technology Officer and Chief Information Officer for the Commonwealth of Pennsylvania. Tony is a well-respected and sought after thought leader for large scale technology operations, cloud strategy, digital transformation and cyber security. Tony is a retired United States Naval Officer, with over 30 years’ experience in Information Technology with the Department of Defense, state government and private sector. During Tony’s distinguished military career he served in leadership roles for the Space and Naval Warfare Systems Command, the Department of the Navy, Chief Information Officer and the Defense Information Systems Agency - Defense Enterprise Computing Center, Mechanicsburg, Pennsylvania. Tony has been honored with Government Technology's Top 25 Doers, Dreamers & Drivers, Computerworld Premier 100 IT Leaders and State Scoop’s State Executive of the Year awards. Tony earned a Masters degree in Information Technology Management from the United States Naval Postgraduate School, a Bachelors degree in Mathematics from the University of Colorado, Boulder, a Masters Certificate in Project Management from George Washington University, a Federal CIO Certification through Carnegie Mellon University and is a member of Drexel University’s MIS advisory board.
