A property tax disconnect

Pimpri-Chinchwad is a city near Pune, India. PCSCL is formed by Pimpri-Chinchwad Corporation (PCMC) and the Maharashtra State Government as a Special Purpose Vehicle (SPV) for the development of a smart city in Pimpri-Chinchwad.

With outdated enterprise resource planning (ERP) and geographical information systems (GIS), PCSCL was not able to meet its current need for property tax collection. PCSCL, being an industrial city, is growing at a fast rate. The corporation was not able to update properties regularly and there was no platform to integrate such data with its ERP system. There was also revenue leakage due to outdated technology.

Developing an e-government

PCSCL commissioned Atos to create a unique and comprehensive e-governance platform that includes an S/4HANA as enterprise resource planning (ERP) system, geographic information system (GIS), digital workflows and business intelligence solutions.

PCSCL’s requirements included development and implementation of:

SAP S/4HANA and other citizen-centric services
A GIS that would involve a door-to-door survey of city properties
A modern light detection and ranging (LIDAR) survey to map government and private properties to help improve management of assets and property tax
Digital workflows to modernize and digitalize the bouquet of citizen services offered by the corporation with an aim to become a paperless office

This will enable the corporation to provide online and updated reports, derive business intelligence and help in decision-making processes.

The Atos solution will be customized for PCSCL during a two-year deployment with five years of maintenance.

A digitally enabled civic body

The digitally transformed PCSCL e-governance platform will offer a robust, flexible, scalable, integrated and transparent system that will enable the business processes of more than eight zones and 32 wards of the civic body across Pimpri-Chinchwad city in Maharashtra.
