“SAP has granted the Silver SAP Quality Awards France 2012 to the French Armed Forces Health Service for the success of the project to redesign its hospital IT system”
Paris, 18 October 2012
Thanks to its expertise with regard to the SAP tool and its in-depth knowledge of the defence sector, Atos has supported the French Armed Forces Health Service (SSA) throughout the project, which aims to improve management of healthcare activities and the internal resources of its 9 armed forces teaching hospitals (HIA)
International IT company Atos is pleased to announce that its client the Service de santé des armées (SSA – French Armed Forced Health Service) has been awarded the Silver trophy 2012 in the SAP Quality Awards France in the category “Implementing a medium-sized project”. Atos supported the French Armed Forces Health Service with the conception, integration, roll-out and support of the SAP ERP (ECC6) and SAP PCM (7.5) solution implemented in the 9 armed forces teaching hospitals (HIA).
On the occasion of the 2012 convention of the French-speaking SAP Users Club (France, Maghreb countries, Canada, Switzerland and Belgium) at Dijon, Henri van der Vaeren, Managing Director of SAP France, awarded the Silver Quality Awards 2012 trophy in the category “Implementing a medium-sized project” to the SSA for its “SGIM” (Système de gestion interne médicalisée – internal medical management system) project to redesign its hospital IT system (SIH) with a view to improving management of activities and of expenditure at the 9 armed forces teaching hospitals.
Captain Jean-Christophe Michel, head of the SGIM project in the French Armed Forces Health Service, commented: “The SAP ECC6 software package, rolled out within the planned timelines with all the expected functionalities, is a success. Atos took account of the constraints expressed by the field staff and always found the most simple solution for the end user. This new tool enabled us to achieve our goal: to ensure that we have real and immediate visibility of budget utilisation and to provide a reliable means of comparison for managing our medical activities.”
Jean-Philippe Collignon, Account Executive Defence & Security at Atos: “The key factor for the success of the SGIM project was the mutual confidence and transparency with which we approached and rolled out the project and the sharing of issues involved. As a result of this excellent cooperation and our long-standing partnership with SAP on major projects already implemented in similar contexts, we successfully completed the transition to new processes and tools enabling the goals set by the SSA to be achieved.”

Since 1 January 2009, the SSA has been directly involved in the T2A (activity-based pricing) national finance reform affecting all the healthcare establishments in France. Like public hospitals, military hospitals must also have a tool to analyse the gap between costs of providing the service and healthcare activities invoiced, allowing medico-economic comparisons to be made with civilian healthcare establishments.
Furthermore, the military hospital sector falls under the general remit of the defence minister, whether it is for the implementation of the LOLF (Organic Law on the Finance Laws), modernisation of the state or utilisation of the CHORUS system.
As the SSA's hospital IT system in 2010 was too heterogeneous, unintegrated and non-evolutionary to be reformed, the SSA decided to implement the SGIM project, based on SAP ECC6 and SAP PCM 7.5: a unique management solution for the armed forces teaching hospitals facilitating internal resource management, production and monitoring of the SPIE (Statement of Projected Income and Expenditure) in line with the public healthcare establishments and linked indirectly to Chorus.
