“The General Council of Bouches-du-Rhône has entrusted Atos Origin with project supervision for the Ordina 13 project”
Paris, 21 June 2004
The General Council of Bouches-du-Rhône has entrusted Atos Origin with helping manage the whole of the Ordina13 project.
Ultimately involving the distribution and network connection of 60,000 portable PCs, this project is the most important rollout of portable PCs ever done in France for a single customer. The General Council's aim is to reduce the 'digital divide' by allowing every pupil to use IT tools regularly and so to prepare them better for the rigours of tomorrow's working environments.
The General Council of Bouches-du-Rhône has been following a policy of reorganising its IT since 2001. Through the Ordina13 project, which was launched in January 2003 to be operational by September 2003, they distributed a portable computer to every third-year pupil in the department's 180 publicly and privately run schools. Since the start of the 2003-2004 academic year, 32,000 computers with a set of office programmes and multimedia plus an offer of 10 hours' Internet access have already been made ready. This programme is going to be extended to the fourth-year pupils from the start of the next school year in September 2004. A total of 60,000 portable PCs will have been distributed to 180 schools in the department.
The reasons for choosing Atos Origin
By using Atos Origin for the project supervision of this set of activities, the General Council wants to ensure the success of this wide-ranging and tightly constrained project. The constraints were linked in turn to:
- taking the school calendar into account (start of the academic year)
- the media publicity regarding the public at large
- the multiplicity of beneficiaries and of operations to be dealt with (supply and distribution of the portables, cabling for the institutions, networking equipment and support during implementation, etc …)
- the extensive geographical zone covered
Their strong local presence (they have been in the Provence - Alpes - Côte d'Azur region for over 10 years and have worked with well over 300 partners), their experience in the public sector and their involvement in similar complex rollout projects in other regions have let Atos Origin assert themselves as a natural partner for the implementation of the Ordina13 project.
“Atos Origin was able to help us get this excellent project up and running, and knew equally well how to respond to the roles of a department like ours, particularly those aimed at reducing the 'digital divide' as part of the process of making IT tools and the Internet more generally accepted. Atos Origin was able to get itself established in concrete terms, putting capable people in place along with an effective organisation and a monitoring system based on indicators derived from their experiences in somewhat analogous projects.” It is underlined by these words from Anne Brunel, IT and Telecommunications Manager for the General Council of Bouches-du-Rh ône.
The activities performed by Atos Origin
Atos Origin is using every means necessary throughout the implementation to ensure the success of this project. What they are doing in terms of planning, organising, controlling and reporting is all underpinned by the industrialisation of processes and tools implemented in other regions within similar projects. So, right from the start of the project, the General Council has been able to choose and ask for customisation of indicators that seem to them to be the most relevant, without going through an optimisation phase for these indicators.
Apart from that, Atos Origin was able to produce a Project Quality Plan (PQP) that was already very well suited to rollout projects in academic institutions (pre-customised forms), giving the General Council of Bouches-du-Rhône the benefit of all their experience with the subject matter.
Finally, Atos Origin was able to make a website with secure access available to the General Council and all parties involved in the project, already operational and adapted for monitoring all the various kinds of items liable to interfere with such a project, guaranteeing the best possible coordination of tasks and planning.
About the General Council of Bouches-du-Rhône
Ranking among the major departments in France in terms of its size and its budget, the Department of Bouches-du-Rhône is made up of 57 cantons. Its president is Mr. Jean-Noël Guérini.
Its hugely varying functions cover social aspects, as well as transportation, educational, cultural…
47,000 staff distributed across more than 130 geographical locations in the department have the daily mission of always being available at the populace's side. A budget of 709 million euros in 2004, half of which is dedicated to social welfare programmes, gives an idea of the size of the department of Bouches-du-Rhône. The Ordina13 project crosses lots of boundaries and is run by several directorates: Education, Buildings, IT and Legal. Additionally, the rector's office, the Schools Inspectorate, the representatives of the pupils' parents, the teaching unions and the heads of the institutions are present at the discussion and implementation follow-up forums. On the other hand, other large partner companies besides Atos Origin have a presence in the development of this project – all of them are involved in this flagship project and all have contributed to its realisation.
