“Atos Origin chosen by Ministry of Finance to continue working on Copernic Programme”

Atos Origin, a leading international information technology services company, has confirmed that it has been awarded a second contract by the French Ministry of Finance for the strategic management of the Copernic programme, the extensive project by the Ministry that will recast and upgrade the entire fiscal information system in France.
Initiated in 2000, Copernic is set to run over 8 years. It covers 70 separate IT projects, employs over 600 personnel and has a budget of almost 1 billion Euros.

Copernic is designed to offer new services thanks to the recast of the IT systems of the Tax authority and public Administration:

  • Modernise the civil servants' working tool (e.g. one centralised database updated in real-time)
  • Upgrade the efficiency of the tax administration process through improved IT systems

The key stages of the new programme are:

2004 : unique fiscal account per tax payer (professionals and private individuals)
2006 : tracing and follow-up of processed data is now possible on-line
2007 : put in place a new tax recovery system

Atos Origin already has in place a team of 50 consultants working with the programme's project team of 260 people and will contribute substantial support to the management of the programme by:

  • executing strategic analyses of existing systems,
  • helping steer the programme through continuous assessments, time-tabling and implementing changes,
  • taking part in operational layout planning and technical architecture design,
  • and ensuring that initial research is carried out correctly and correctly identifying the specifications for the many projects within this major State modernisation and e-government programme.

The director of the Copernic programme, Patrick Dailhé, stated that: "The result of the tender was the selection of the international Atos Origin team. This team has already worked on the project in the initial stage and I'm particularly pleased with the help it has brought to the launch and framework of this exceptional programme."

He added "It is essential that we bring this project in on time and that we do it without upsetting the existing service. We are confident of the success of this project, which should act as a reference for similar modernisation operations within other bodies in the European Union."
