- To combine and coordinate the needs and efforts of the different departments within the Ministry of Defence as well as those of the three armed services
- Implement the Communication & Information Systems Strategy Plan from the MoD, in which technology is used to combine and optimize corporate management procedures

- The creation of the CIS General Inspection, to which highly qualified resources were assigned from the three armed services. This gave the plan a "corporate" and global nature, without excluding departments which would eventually be affected by its implementation from the decision making process
