Automatic Processing of Motoring Offences for the French Government

|
Business Challenges
- The French Government wanted to automate its end-to-end IT chain for traffic violations and penalty notices procedures
- With a large rise in the number of traffic violation detection units planned for installation by the end of 2013, the project also called for a paperless system to process the more than 500 types of penalties and fines
Solution
- Atos Worldline was involved in the project from the very beginning and built and runs the complete IT chain. The company is also responsible for the software and infrastructure in the new National Processing Centre located in Rennes. Inaugurated in 2009, this center has already processed approx 20 million traffic violations which have given risen to approx 10 million penalty notices
- The National Processing Centre is in charge of recording and processing offences against the Highway Code registered by the automatic control system side by side with this service. Officials from the magistrates court are responsible for processing the complains arising from the automatic control system
Benefits
The solution has delivered a number of benefits including:
- An end-to-end, fully backed-up solution, 24x7, including platform and services
- A highly successful cross-ministerial project involving 4 ministries, i.e. Home office, Transport, Justice and Treasury
- 80% of fines are now paid within the first 45 days, most of them via the Internet
